Education and Training Branch (E&T)

The CMDR COE E&T strives to ensure educational and trainings solutions to the improvement and development of NATO CMDR capabilities. Crisis management is one of NATO's fundamental security tasks. It can involve military and non-military measures to address the full spectrum of crises – before, during and after conflicts. NATO’s robust crisis management capabilities allow it to deal with a wide range of emerging crises in an increasingly complex security environment.

The E&T branch manages the organisation, coordination and conduct of all CMDR COE educational activities in accordance with the Centre's Programme of Work (POW) and the System Approach to Training (SAT) within NATO's Global Programing Approach framework, including through the use of e-Learning and mobile training opportunities. Within the latter framework the concept of training disciplines serves to unify and synchronise the efforts of requirement generators and education and training solution providers in the fulfilment of these requirements. A discipline captures the E&T requirements across the education training and exercises in support of an existing or evolving capability. Crisis management is described as an overarching multidisciplinary task and the CMDR COE, as an accredited Education and Training Facility (ETF), approaches the subject from a variety of cross-cutting perspectives.

Furthermore, the CMDR COE is a recognized expert body within the EU and plays an important role throughout the process of managing CSDP military training requirements. The Centre is serving as tthe EU Military Training Discipline Leader (DL) for 'Military contribution to EU Disaster Response (DR), Humanitarian Assistance (HA) and Civil Protection (CP)' military training discipline following a 'Framework Process for Managing CSDP Military Training Requirements' noted by the EU Military Committee. Within the EU military training cycle, the Centre is reviewing and updating requirements in order to validate or adjust the education and training solutions on an annual basis.

Additionally, the CMDR COE is a member of the European Security and Defence College (ESDC) Executive Academic Board organising events under ESDC auspices, participating with SMEs and lecturers in ESDC-led courses, and supporting training solution development.

The E&T is involved in a number of collective trainings and exercises in support of NATO as well as in different multinational or regional initiatives. Our SMEs contribute to the scenario development, the scripting of the Main Event List/ Main Incident List during the planning phase, and they join the Exercise Control staff and/or conduct analysis to identify lessons during the execution phase.
