CMDR COE E&T sustains the role of Centre, as a part of Network of Centers of Excellence (CoE) supporting NATO’s transformation, to provide high quality education and training to the Euro-Atlantic community in the CMDR domain.

 

CMDR COE E&T modes cover planning, organising, coordinating and controlling the Education and Training activities in accordance with the System Approach to  Training (SAT) model adopted by NATO within the Global programing framework, to include use of e-Learning and mobile training opportunities.

 

Education and Training is the Alliance enabler to collectively cope with the multitude of threats and challenges across the spectrum of conflict. Trained personnel are key for success and influence on the operational readiness and effective employment of forces.

 

Crisis management is one of NATO's fundamental security tasks. It can involve military and non-military measures to address the full spectrum of crises – before, during and after conflicts. NATO’s robust crisis management capabilities allow it to deal with a wide range of emerging crises in an increasingly complex security environment. What is more, training is one of the main activities of the pre-crisis phase, in strive to be ready for all of the potential catastrophes, and ensuring the right capabilities and materiel are on hand. 

 

Within  the Global Programming Approach framework NATO are using the concept of training disciplines to unify and synchronise the efforts of the requirements generators and the Education and Training Solution Providers in the fulfilment of these requirements. A discipline captures the E&T requirements across the education training and exercises in support of an existing or evolving capability.

 

Crisis management is overarching task and it is multi-disciplined in nature in the Global Programming Approach framework. It is, and will continue to be, addressed through a variety of existing disciplines. Furthermore, the creation of one discipline would be detrimental to the comprehensive nature of this overarching topic.

 

CMDR COE role and work is to support the whole process in NATO E&T within CMDR domain using its Training landscape and expertise, throughout all discipline of the Bi-Strategic Command Comprehensive List of Disciplines when/where applicable in close collaboration with their governance structure.   

 

In a rapidly changing world, NATO and EU are faced with security challenges both in its immediate neighborhood and further afield. EU is a unique and essential partner for NATO and contributes to the overall security of the Euro-Atlantic area. Military training and education (T&E) has been one of the EU Member States' (MS) preferred areas for defence cooperation over the recent years. The organization of military training by disciplines has been an outcome of Member States' efforts and interests under Pooling and Sharing in the area of training and education (P&S T&E).

 

CMDR COE has become the EU Military Training Discipline Leader (DL) for 'Military contribution to EU Disaster Response (DR), Humanitarian Assistance (HA) and Civil Protection (CP)' military training discipline following a 'Framework Process for Managing CSDP Military Training Requirements' noted by EUMC. 

 

Thus CMDR COE is EU recognized expert body in a specific training area and plays an important role throughout the process of managing CSDP military training requirements. Final report for Training Requirements Analysis (TRA) for the discipline, was noted by EUMC in November 2016. The EUMC agreed developed Common Core Curriculum for the discipline to serve as the EU common minimum military training requirements on Military contribution to EU DR, HA and CP.

 

CMDR COE, as EU Military Training Discipline Leader is permanently monitoring and considering new military training requirements.  We have to bear in mind new trends, level of ambitions and to try transforming requirements in proper training to meet these requirements.

 

CMDR COE, within EU military training cycle, is reviewing and updating requirements in order to validate or adjust the education and training solutions on annual basis. Additionally to coordinate SMEs support to EU E&T for this particular discipline. (As an outputs – annual workshop (conference); revised Common Core Curriculum)

 

CMDR COE is a member of European Security and Defence College (ESDC) executive Academic Board (EAB).  We are organizing common events under ESDC auspices, participating with SMEs and Lecturers in ESDC organised courses, and support Training solution development,  and  provide training.

 

CMDR COE also provides noticeable Collective training and Exercises support to NATO, as well as to different multinational or regional initiatives. Within this context, our SMEs contribute to the scenario development, the scripting of the Main Event List/ Main Incident List during the planning phase, and they join the Exercise Control staff and/or conduct analysis to identify lessons during the execution phase.
