Desсription: For the purpose of building resilient society, the main priority of the international community and its main efforts should be directed against hybrid threats and in particular terrorism, which exploits the vulnerability of the democratic societies and in particular the individual through spreading fear. The concentration on protection of civilians (PoC) in times of hybrid threats is a must and a core for the field of security. 
A NATO-approved Concept that provides the overarching framework and guidance that leads to a NATO capability development in support of Stability Policing.
A Community of Interest that connects military and police forces, policymakers, practitioners, academics and others with timely research on a wide range of issues related to NATO contribution to Stabilization, Capacity Building, Crime and Violence Prevention, Development Cooperation and Humanitarian Action.


Development a project for Building Societal Resilience against Hybrid Threats for approval by ACT in CD&E POW for 2017-2018
Participation in PoC Concept development.Organization and Participation in Concept Experimentation

COE will be requested to provide support with SMEs, during a NATO CD&E campaign. The project will require:
• 4 workshops  (in Europe)• 1 Writing session (in Norfolk, USA)• Experiment activities, potentially within NATO exercises (TBD, in Europe)
Workshop 1 (October 2016)Understanding the complexity and variables needed to build a viable SP capability. Workshop 2 (January – February 2017)Initial identification of DOTMLPFI requirements for Stability Policing and issue the Operational Concept first draft. Workshop 3 (April – May 2017)Operational Concept second draft.Workshop 4 (October 2017)To discuss the results in order to provide the demonstrated justification for the implementation.
